Please tell how the efficient law firm is typically structured. 

Because the trend seems to be going like this:

Attorneys
General Manager
Accounting -
Legal Assistants - no formal education
Self Appointment HR
Self Proclaimed Managers of various departments (litigation, filing, phones)
Marketing Director
Receptionist
Cleaning Crew
Filing Clerk
Runners
At this point I'm thinking the UPS, US Mailman, Fed Ex and vendors are here...
and finally....
Paralegals with 10 plus years formal education... bottom of the pile here..l

What am I missing... Please explain why Paralegals are being shifted with all the roles of responsibilities and are being dumped on...

You're missing Security, Building Maintenance, and the Parking Garage Attendant.  I think they go between Runners and Vendors.
